HAYWARD — A person died Wednesday night after being shot by Hayward police, a spokesperson for the department said Thursday.Hayward police Ofc. Cassondra Fovel said the shooting happened about 9:40 p.m. and confirmed it was a fatal shooting.Fovel said the shooting happened off City Center Drive. She did not release any other information, such as how many officers fired or what led to the gunfire.This is a developing report. Gavin Newsom signed Wednesday an executive order to study the development, use, and risks of artificial intelligence in California and within state government while educating the public about the technology. Under the executive order, state agencies and departments are mandated to analyze potential threats to California's energy infrastructure through generative artificial intelligence (GenAI), Newsom's office said. State agencies will issue general guidelines for the public's use, procurement and training on GenAI based on the executive order, which also requires state departments to make a report on uses of GenAI, as well as potential harms and risks for communities, governments and state government workers in California. (KRON) -- The City of Alameda is offering a guaranteed income program for low-income households. The application process for "Rise Up Alameda" begins Friday morning at 9 a.m. on the program's website or in-person.The two-year program will provide $1,000 a month to 150 Alameda households selected at random. Those who apply must be over 18 years old, an Alameda resident and have a household income at or below 50 percent of the Area Median Income (AMI). KIGALI, Rwanda (AP) — Police say a suspected serial killer has been arrested in Rwanda after the discovery of the bodies of more than 10 people in a pit dug in his compound.Neighbors on Thursday told The Associated Press that Denis Kazungu, 34, spoke very little.The spokesperson for the Rwanda Investigation Bureau told journalists the suspect had confessed to the killings. Police alleged that the suspect lured people from bars to his home in a suburb of the capital, Kigali.Police said investigations continue into the alleged motive and they will release the complete toll of bodies later.
