(KRON) -- A 12-year-old boy who was last seen on Friday at his Hayward home is now missing, according to the Alameda County Sheriff's Office.Randy Yanez was last seen in the 19000 block of Camden Avenue around 3:30 p.m. He has brown eyes and brown hair. According to police, he is described to have an "Edgar" style haircut.Randy is 5-foot-4 and weighs around 190 pounds. He was last seen wearing black sweatpants and a black sweatshirt. (KRON) -- Oakland's property crime problem is spilling onto the waterfront with burglars now targeting boats on the estuary.In some instances, thieves will travel in small boats and pry open dock boxes in the middle of the night. According to marina residents, they have taken engines or sometimes small boats or dinghies. Craig Jacobsen, Outboard Motor Shop president, says he and many of the marina residents believe the people committing these crimes live in encampments along the estuary or on stolen boats."We know 100 percent who is doing it and where they are and all of that. BERKELEY, Calif. (KRON) -- The California State Assembly has approved a bill that allows the City of Berkeley to continue its housing construction at People's Park. This bill approval amends the California Environmental Quality Act of 1970 which prevented construction on projects that did not study a potential for noise pollution generated from future residents after they move into the area.According to the State Assembly, UC Berkeley currently provides housing for only 23 percent of its students, which is the lowest rate in the University of California system. American are feeling less confident financially as summer comes to a close as high prices and interest rates weigh on their willingness to spend.The Conference Board, a business research group, said its consumer confidence index tumbled to 106.1 in August from a revised 114 in July. Analysts were expecting a reading of 116.The index measures both Americans’ assessment of current economic conditions and their outlook for the next six months. Both measures saw significant declines in August.Consumers’ view of current conditions fell to 144.8 from 153, and the index for future expectations slid to 80.2 from 88 in July.
